The Emergency Planning and Community Right-to-Know Act of 1986 was authorized by Title III of the Superfund Amendments and Re-authorization Act to help communities plan for chemical emergencies. It requires industry to report on the storage, use, and releases of certain chemicals to federal, state, tribal, territorial, and/or local governments. It also requires these reports to be used to prepare for and protect their communities from potential risks.

One of the ongoing problems with renewables like wind energy systems or solar photovoltaic (PV) power is that they are oversupplied when the sun shines or the wind blows but can lead to electricity shortages when the sun sets or the wind drops.
Lithium ion batteries are composed of an anode that is typically graphite and a cathode that is typically an intercalated lithiated oxide, submerged in a liquid electrolyte, and separated by a polymer separator [polypropylene (PP) or polyethylene (PE)]. The active electrode materials (anode/cathode) are usually coated on a current collector (Cu, Al foil). Most batteries have some additional components such as battery management systems, safety devices, tabs and a cover as described Figure 1.
Batteries can experience "thermal runway," a chain reaction that can result in battery explosions, but the exact reason for the Aricell explosion Monday has not yet been determined. Physical damage, product defects, or electrical damage can cause batteries to explode, according to the US National Fire Protection Association.
